Pasting into a image

I hope I can explain this right. I have an image of the American flag. I also have the image of a little boy holding a small flag in one hand a sparkler in the other in the statue of liberty pose. I want to bring in the little boy and place him in the middle of the American flag. I thought I could just Cut and Paste, but it wont let me do that. then I tried opening a new page and cutting and pasting it there. Still no go. So I tried a new layer on the American flag image that didn't work either. They are both images that have been saved in the Scal 3 pro format so I thought It would be an easy thing to do. I have an order for 50 of these before the 4th so how in the world do I do this? What am I missing? :?

Hi, I hope that I understand what you want. I have an eCAL and I can select my flag svg and import it onto the mat, I can then select the trace tool and import the jpg/png file of the boy with a sparkler onto the same mat. They are in separate layers and can be manipulated separately.

I know that I cannot copy/paste images into scal but it will keep adding images to the mat using either trace or import.
