it would depend on the size of the balloon. inflate one and measure the diameter (across from side to side)

draw a circle that size
type your text and then resize that to fit inside the circle

that is the biggest you can have your text - do a test cut to see if it work on some scrap vinyl.
if you don't mind the text wrapping around the balloon a bit you can go a little bigger

or forget the balloon and use a paper circle to put the text on..... would make it one dimensional but that would mean it would hang on a wall better.
and you can use any sized circle & bigger text :)

I have seen this ornament posted before... and if I remember the size of the ball is 4" diameter... so it is fairly large. Bigger is gonna be better in this case.

I would even consider warming the vinyl with a hair dryer before weeding.... and while placing the text on the ornament.

if you use transfer tape, make sure it's not too sticky, or you could burst the balloon pulling it off :)

oh an no poky tools for placing the letters, sharp and balloons is not a good combination LOL

How about if you use PLACE in scal with this picture and then Keep Proportion box checked...then make the ornament circle size of 4 inches with a round circle from the Shape Library, and stretch the picture larger till the ornament fits the circle...then you have sort of a guide for the font sizes, maybe.
