I see websites that sell these types of images for car windows where do you get the svg's for them to be able to cut and sell them?

To sell any Licenced/registered/trademarked or copyrighted image is not something I think you want to do without fear of being procecuted.

To create and use for personal use, different story.

You can try My Vinyl Designer, they have files created just for the use you are looking for... to resell.

I see others selling them on Ebay and other websites. how do they do it?

Trademark and copyright issues give me a headache. Try this website. They are not lawyers, but they might be able to shed some light on this subject.

This subject has come up many times. It would be in your best interest to get some "professional" advice on the matter. As with anything, if you look hard enough you can come up with the answer you want. This is only my opinion.
