Grizzly Bear

I am working on a book for a friend for Christmas and would like to cut out a grizzly bear. I found a black and white pdf pix but can't seem to create the svg file. I get the message that there is no vector information. I tried tracing the bear using Inkscape but am still too new to figure out how to do all this. Can someone help me? I attached the file of the bear.
