glow in the dark vinyl??

My mom uses an electric wheelchair and we spend a lot of time at the river. I want to make something to put over the back of her seat so that we are walking around she can be seen. Is there such a thing as glow in the dark vinyl I can use. Thought about putting it on a pillow case or something that can go over the seat. If not, any suggestions. I am new and have only used my cricut a couple of times, but have some ideas in mind for Christmas.

I would think that reflective vinyl might be a better choice. Another option might be to just get some reflectors from the hardware store and put them on it.

how about reflective vinyl cut into her name or pretty design and put on the back of the backseat. (does that make sense)

ou ou ou - outlined with the "glow in the dark" vinyl. that way u see it with light (reflect)and without light(glow).

yes, i did mean reflective, but i like the idea of both. can you buy reflective vinyl? if so, where
