How do you present the Baby Book?

Do you give the Baby Book as a card with congratulations etc. inside - or do you give it as a book for the parents to put photographs in for their own keepsake?

Can't make up my mind which would sell the better - looks a bit plain inside withut photos but of course the space would be needed if photos are to be added.
