Need some help please

I am trying to create a cut where there is a circle with a design inside of it. Then around the design in the circle I want to cut lettering out. Would it be easier to create in SCAL or Ink? Next, I did create a circle in Ink and then created another circle thinking I could just cut that out. Well how do you cut that out??? Also I am learning how to do arch lettering in Ink but would it be easier to do in SCAL? I want the circle about 3inchs in the middle and the width for the lettering about 1". I hope this makes sense. If there is a tutorial out there please direct me to it as I am more of a visual learner. Any help will be GREATLY appreciated!

Check out the one the shows what the different path combinations will do to your circle images.
