Help with creating a file please

Hi everyone! There's so many talented people on this forum, I'm hoping that someone would be willing and able to help me with creating a file. I need to make a wearable crown for a contest I'm involved in running. I'm thinking something along the lines of the carboard crowns the kids used to get from burger king restaurants. I will be embellishing it, so it doesn't need to be anything fancy, but unfortunately, I don't have the skills yet to make one.

Any help will be greatly appreciated!
