Help with flag

I am looking for a very thin outlined flag that I can put over a 4 x 6 picture and still see the picture. I wanted to use one of Wanda's flourishes, but it doesn't go with the the picture. I need a flag that has lines as thin as her heart flourish. If anyone can help me, I'll be forever grateful.

I'm not sure I understand what you need. Do you want a flag that is thin black lines and where the colors should be, be cut out?

Yes. I want to cut it out of velum (spelled wrong I know) and lay it over a picture. Sorry I wasn't clearer about that. I just want the outline of the flag, I guess is what I'm trying to say.
