okay I'm just starting to learn to use inkscape and cannot for the life of me figure out how to turn a coloring page image into a usable cuttable image. Any help would be so appeciated

Before purchasing this software I want to make sure it does what I want it to do. Can someone please tell me if there is an autotrace function. If I pick a clipart will it automatically trace and then cut it out? thanks
