Is there a way to change a picture or photo to black and white in inkscapes?

Whenever it autotraces, it is turning it into a black and white vector, but if you just mean turning a color photo into a black and white photo then I don't think so. You'll need a photo editing program for that. There are many free online ones such as photoshop.com, fotoflexer.com and picnik.com. If you are trying to turn it into a cutfile you might try magnigraph.com and see if it produces the desired result.
