Craft Edge

I need to combine these two rectangles so that the line along the bottom where they meet is not cut. So the segment of the line where they touch (where the red arrow is pointing) is not there. I've tried weld, union, group/ungroup, etc. All of these make the smaller rectangle disappear. What am I doing wrong? I'm using SCAL4.
