HELP WITH A PDF FILE!!!!!

I am trying to cut a file with vinyl for a window decal. The file is PDF and no matter what I try it comes out like a bunched up mess!! Any help would be greatly appreciated.

Every time I try to attach the pdf if says that the extension pdf is not allowed.

wynnep@ecu.edu and I will see if I can do anything with it. I have done other pdfs before.
