Craft Edge

I have scal version 1.

I have come across a svg file that has different layers, what is the best way to resize and make sure each layer matchs?

I don't have version 1, but perhaps it is the same...

Just put a box around everything and pull out the handle on the lower right to the size that you want. Make sure you put a check mark by Keep Proportions. Or use the height and width and change everything together...then you would ungroup and pull off the layers.
