Help with converting

I went to http://www.scrapmag.info/crafty/index.php and downloaded one image but I am not sure how to convert it in inkscape, can you help me? Thank you.

If you don't have the RoboMaster software, you will have to click on the pic, print screen, paste image into photo editing software, crop as necessary, save as .jpg or .bmp and then open in Inkscape.
Select, trace bitmap, save as .svg.
