how do I get 2 images to union/path together

I don't know the correct term. What I want to do it take a border punch and add it to the edge of a rectangle so that it looks like I used a really punch such as Martha stewarts to cut the edge of the card. the punch is the one that is scalloped on the edge and then has little dots taken out. When I use path all the dots are gone. Tried another was but it has the line across that will cut it right off.

There are 2 ways to accomplish what you are trying to do.
Use path exclude to "cut out" each of the small circles from the scalloped piece before you weld to the rectangle
OR
move all the circles off to the side, weld the scallop to the rectangle and then replace the small circles on top in their original positions.

Laura do you have Scal 1 or Scal 2 Because with Scal 2 if you use PATH / UNION the circles do not disappear. I just tired it and it works fine on mine. Or are you using Inkscape?
