Craft Edge

I'm looking for a favor bag with a duck cut out. I want to fill a cellophane bag with duck shaped candy, staple it to the inside of the bag so that it shows through the cut out. I'd like the top part of the bag that folds over to have a scalloped edge. I can't even begin to figure out do make it myself. I am not good at all with Inkscape. If someone can make this for me, I'd really appreciate it. I'm expecting my first grandchild and want to make these for her shower.
