Need help turning a photo into a svc file

What I am going for is a silhouette that follows the outside edge of the silver gear part. The scallop looking edge. So basically it would look like a solid black circle with a scallop type edge. Thank you for any help and tips! I am brand new to this and think that this was much to difficult of a one to try my first time! lol
