I did a Google search and I came up empty. I have no idea of what this sticker looks like.

This isn't quite what you described, but is this what you want?

Here you go. I've attached both a svg file and a scut2 file. The pieces in scal are stacked up, but you can cut them separately by turning off the layers. You can break them apart and move them around, but if you do that, resize first, so all the pieces are proportional.
The only tricky part of this is figuring out the hight to width proportion. As best I could figure from the flag, it is not quite 2:1, but 1.8:1. If it turns out to be 2:1, then size the file so the width is 4", break apart and make the big box 8" tall and the inner box 6" tall. That way the star will still be the right size. It appears the inner box is half the width of the outer box and the star is half the width of the inner box (ie: 4" to 2" to 1").
Hope this helps. Ask if you need more help. If you don't have SCAL2, let me know and I'll redo it for SCAL1.

I've attached a SCAL1 file for the star only. In SCAL, use basic shapes to create a box 4" wide by 7.2" tall, another box 2" wide x 5.2" tall and size the star to 1" wide. Center them when you assemble.
To enlarge, just keep the WIDTH even at 4:2:1 (4" wide to 2" wide to 1" for the star).
If the proportions for the height are different, change the box shapes to 4" x 8" and 2" x 6". The star will be the same at 1".
Ask if this doesn't make any sense.
