I usually use Inkscape to do this and have never had a problem since this ability was added, but I also tried with AI CS5 and as long as the open Path didn't touch the dotted boundary it cut as an open Path for both arcs and angles. I'm not sure if this changed with different versions of SCAL2. I'm using 2.043, what version are you using?

A lot of features have been added since 2.008. That might be why you are having problems with the open Paths. You should go to the CE website and request a SCAL2 update. The current version is 2.044. http://www.craftedge.com/support/lostsw.php

Also, if you have Illustrator and like using it then there really isn't any reason to learn Inkscape since I think it is your version of SCAL2 rather than AI that is the problem. HTH
