I am having a REAL brain freeze - I am trying to make a envelope liner for wedding invites. So I have the liner shape but want to cut flourishes in center - does the flourishes need to touch the box or once I get flourish / design made I keep design inside of box not touching ? Probably really dumb I've done a million times - but can't figure it out now.

This is kind of like what I am trying to do - only for a envelope liner shape - with the frame welded to the swirls - can't get it to sink into my head - - - This is not MY picture - just an example of border

Start with your frame which you can create by making two rectangles and then applying Object>Merge to remove the interior.
Arrange your flourishes so that they overlap the interior edge of the frame and each other. Then select everything and apply Path>Union.
