I TRIED to buy a file once. The seller (in Great Britain) had it in every imaginable file type except SCUT or SVG (the only two of any use to me at my experience level). I emailed twice asking if she'd convert it so I could purchase it, but never got an answer.

The site to which you linked has the clipart available for download. Download the PDF, right click on the file to open it using Inkscape, and create your SVG for use in SCAL.

If you have SCAL and a Cricut Expression, I'd say its absolutely worth giving it a try. My first vinyl project was not so much hard as it was time consuming. IIRC, I spent about 90 minutes setting it up in SCAL and then about an hour weeding the vinyl and getting it on the transfer tape. With the 12...
