you can have both paint shop pro and inkscape. Inscape will allow you to trace a bmp for cutting. I am not sure if psp does. but I am a great fan of psp.

uninstall the update to CDS and reinstall the original version. You will be able to cut with sure cuts alot and cds. this typically happens when you have updated the Cricut Design Studio. If you uninstall CDS and reinstall the original software, it should take care of this random cutting. If you have not updated the Cricut software, I would contact support for SCAL.

You can use the SHAPE circle.

I would make 2 circles, on inside the other and not weld them. that way it cuts both circles and you will end up with that white section shown on the page, and a large white circle.
