Is anyone able to convert this to an SVG-I tried however I am not that great in inkscape to make it come out decent. Any help woule be greatly appreciated!!!!

I don't know if it makes a differnce but I had to open the outline and import the picture.

ok I got it on top but there is a white square around it so I can't tell where it is on top of the pic.

Ok, I am trying this and got everything in Inkscape. but I can't get my outline on top of my picture.
