??on envelope and liner

Saw a couple of examples of beautiful cardstock envelopes people had made that also had a patterned paper liner. Can someone tell me what is the liner...is it just a pretty paper or is it also cardstock? if it's just paper do you cut that with cricut or something else?
Also where else may I find an envelope svg? I downloaded the one I found...but it is off a little...the two side tabs are a little different so they don't fold in exactly the same. and the bottom flap is off a little too...so it angles differently when folded. And I'm not techy enough to figure out how to change it in scal. thanks, rosa

I would use cardstock for the envelope and the liner paper as thin as possible. It would be hard to fold it with 2 layers of cardstock. If you are good with Inkscape I would pick out an envelope you have around the house and make your own pattern.
