I am wanting to do a Print and Cut from the standard SCAL5 to a Xyron Wishblade. Is this possible and, if so, how? What I'm trying to do is make name tags for a family tree scrapbook where the name and details for each person are printed but not cut.

Yes, most of the cutter brands can do Print and Cut from regular SCAL5 (or earlier versions of SCAL). Once you have your design created, go to the Cut Settings window and in the lower left corner you'll see a button called Print+Cut. Click on that and there will be instructions for how to proceed. Note that the Instructions will probably refer to Silhouette but that's only because the Wishblade and original Silhouette were essentially the same cutter, made by the same company (Graphtec).
