First time cutting vinyl - Sizing issues, Line issues

Hey folks.. Having some issues and im not sure whats up!
Simple details:
US Cutter - SC Series
Using inkscape for original design before i put it into SCAL Pro
Tried cutting from a layer design in inkscape ( a cirle of white color, with a black ring and initals in the middle) and the lines are dragging all over the place once, but most importantly.. The sizing is all over the map! The black ring is 4.5", with the white circle that goes inside being 3.5". I load each one separately (not even sure if i am doing that right, as i really dont know how to to do a two color design that needs to be fitted properly) into SCAL and then the image is bigger by at least .5". So i size the matt to the right size, then i right click and resize the image to the proper 4.5" ( is there away we can import that image with out the Image size changing??). And it seems that every cut i do is different.. the first time it's not a perfect circle I adjusted how much slack the vinyl had). The next time is a sizing issue (fix the mat and image again) etc.. Then once i finally get it ( and it's still 1/16" too small) when i go back to load the white circle.. the same thing happens again. Is this normal? Is there any trouble shooting i can do to figure this out?
Anything will help right now seeing as i am trying to get a project done before next week! Thanks for any imput you might have
