Craft Edge

I have been looking at this today and I cut strips of paper at different lengths but it looks nothing like this when finished. It looks like they all join at the same place so I am confused more now than before. I would love to make one for my friends wedding.

Did you notice the string looped through the top of what appears to be a flap coming from the center of each heart at the top?? It appears that the flap that comes up has a hole in the center and a string is laced through each hole..

Okay relooking at it the strip of paper comes down the whole center of each heart with a hole in the top of each strip..
