Ability to select a smaller item "underneath" a bigger item

For instance, if I create a large rectangle and then put a small circle on it to make a hole, when I click on the circle I will only select the larger item--the rectangle--since it overlaps. It would be good if you could Ctrl-Click to select the smaller item. Or better yet, a layers palette like in PhotoShop. 
Yes, there is a workaround for this. But it would be easier not to have to use it.
