you should not be able to select objects on a layer that is not visible. I was playing with layer turning off one layer to modify another. When I turned back on the hidden layer things had moved.

Did you make sure you closed the lock beside the eye.. If you had you should be able to move the other layer

I see the lock now. By default it should lock all nonvisable layers. In my opinion.
