Yes it was Script MT Bold. I think is part of the basic Microsoft office fonts. Hope this helps.

it's just a bunch of path-union of different files in addition to the letters.

I can't remember who said it, but I think it was Heather that in Inkscape you have to ungroup everything before you do any path-whatever. So I did. First you make the frame. I used letter size paper and the frame is one inch thick.
- make the square - path - object to path - copy and paste to make the second square (or rectangle) - adjust the sizes to make the frame
- press Ctrl A and both squares will be selected
-press Ctrl Shift A (at the same time). the align and distribute window will appear. click the 3rd icon in the first row and then the 3rd icon in the second row.
- path - object to path - and now path difference.
Your frame is ready.

Now you chose the flourish or flower files you want. Ungroup first and then path - object to path - path union

if you only want to use part of a flourish/flower file, decide what part you want and then make a rectangle/square then path - object to path
- put the square/rectangle on top of the flourish/flower and click on both designs and do path - difference, whatever the rectangle covered is gone.
- go path union to join the flourish/flower to the frame.

I will advice you to first place all the embellishments on the frame to appreciate them all together.

I may write a tutorial with pictures if you prefer that. PM and let me know.

EXCELLENT explanation! I can ultimately get things done in INK, but there is not rhyme or reason to what I do...I just guess. This will take the guess work out....WONDERFUL step by step of how to...thank you!
