Working as a Graphics guy for a living, I wouldn't bother with a site like that. I convert BMP files to vector all the time. It's pretty easy. If I am not mistaken, Inkscape can convert BMP's to vector. The secret to getting clean lines is to have a High resolution file. The higher the resolution, the better the vectors. Check out the Ribbons file under SVG's. These were pretty low resolution JPG files that I converted to BMP and then converted to Vectors. They look pretty good.

I have a couple of tutorials but still have problems.
I also need to know how to convert Jpegs and pdf files.
