Could someone please give me instructions on how to outline an image?

I am trying to make a state car decal and want it to have two colors.

i.e. the state of Georgia, the inside red and an outline around the state in black.

Select your shape and go to Effects>Shadow Layer. Enter the desired Size (thickness). If you need more help with any settings, have a look at Section 9.04 in this user manual:
