Text inside a circle

I've spent the last few days trying to figure out who to insert text inside of a circle in either Word, Corel PSP or Inkscape. Can someone point me to a tutorial on how to create a circle with text that looks like this?

In MS Word, choose the text shape that has a top and bottom arc with a line through the middle and then put a return character so the middle line is blank. It is still hard to get it to look right and might be better with 2 concentric circles/texts overlaid as is done in Inkscape.
