First I open the JPG file in Photoshop. I increase the resolution and change it to Grayscale. Next I adjust the levels so that the lines are nice and Black. Next I change the file to a Bitmap and then save it as a Photoshop file. I open the Photoshop file in a program that I have called Streamline. Here I can set the options of how tightly or loosely I want to convert the lines in the artwork to vectors. I go a more on the loosely side so there aren't as many nodes and it smooths out the rough edges a little. Next, I copy the vectors and paste them into an Illustrator file and save the file as an SVG. Whew!!!!!!!!
