converting an image to svg

If someone gives me an image and wants me to convert it to svg, how do I do that?

thanks to some help from various ppl here, I made a shape in Photoshop from a jpg image, then turned it into an svg file and CUT IT OUT this morning -- all before breakfast. I'm so stoked! this is a really helpful forum... thanks everyone
