I have looked at many tutorials and still dont
understand, how can I scan an image and save it to the correct file so it will work
with the svg file? currently it is saved in my scans and as a jpeg. Do I need to have Illustrator
in order to do this?

Open SCAL and click the image button, navigate to the jpg or png you saved, adjust settings as necessary in the dialog box that appears (defaults work fine for silhouettes and simple high contrast images) and click OK. That's it, your image is ready to cut. If you want to save it as an SVG you can under File>Export, but that isn't necessary.
