I made a video for doing it in MTC. Let me go review it and see what would be different in SCAL. I'm confident it can be done!

I don't know of a solution using the Line Style setting for this other than by trial and error... tweaking the dash length and spacing to see if you can get a more even result. If it were me, I would use Object on Path instead. Create a line and then select it and your rectangle and go to Effects>Ob...

When you say you added a custom perforation, does that mean you didn't create it using the Line Style setting on the Fill & Stroke Panel?
