How do I find the cut settings window in scal pro 3?

I would like to know how to make registration marks in SCAL? Iam trying to make a two color vinyl project and I need to be sure that my two images are aligned. Can someone explain what I need to do to create the registration marks.

Thanks Heather I just could not get it traced the way you did. I gusee I'll learn. I imported the svg into SCAL but can't seem to get the parts of the cardinal into seperate layers. I have been searching for more tutorials on how to move svg parts to layers in SCAL but have not been able to find one...
