Remove sound in Control Panel/Sounds

You can even select or create a profile setting "No Sounds" as displayed in picture as it is my setting on my machine

Its kind of a pain with the layers tab embedded with other settings.

Would be nice to click on a layers tab and only the layers panel show, especially if you have an intricate cut.
